Discourses used to construct the "cult of finance" between 1984 and 1999 tended to dismiss "old" (i.e. pre-1984) New Zealand as a benighted welfare state muddle. History and traditional values were maligned in the attempt to unleash market forces for the global economy. Political discourse became vicious, there were increasing social tensions and emergence of an unemployed, alienated and largely youthful underclass. Anything that didn't fit the cult of finance was marginalised. Education would be "reformed" by market forces and managerialism.
